Reuters reports that in 2008, the UAE launched a spy program called “Dread” with the support of the US Department of State and the National Security Agency to help the UAE fight terrorism and al-Qaeda, but its goals are after The revolutions of the Arab Spring in 2011 “deviated” from their course because the UAE feared the protests would spawn the sheikhs, so it used the program against those who called its enemies.
